Meet the Board

Wanda Coley

Wanda Coley has over 15 years finance, accounting and technology experience in the health care industry, 12 of which are specific to home care. She served as the Controller for both Well Care Home Care and Well Care Home Health, 2000 – 2010, and is currently the Chief Operating Officer of Well Care Home Health and Well Care Home Care, 2010 – present. She has a unique combination of operational and financial experience in addition to a focus on information technology, creating efficiencies in the delivery of quality patient care. She has a Bachelor of Science in Accounting from University of North Carolina at Wilmington and a Masters Degree in Business Administration from Webster University. She has participated in many professional activities as a leader in the home care field, including the McKesson Home Care Advisory Council, the National Association for Home Care Medicaid Council, and the American Red Cross Board.

Mary Deakle

Mary Deakle, BCHH-C, COS-C, is the Manager of Compliance and Education for Daymarck. She has over five years of experience in home health coding and has published several articles in the Journal of AHIMA, including articles on the impact of coding changes on the HHA Prospective Payment System Changes.

John Hoops, Public Member

John Hoops, Ph.D is the NCBHH public member. He has extensive background in the design and delivery of workforce development services, design of technical education in the field of manufacturing technologies and processes, and program design and implementation in postsecondary education for populations of working adults. Through research grants, John has explored innovative ways post-secondary education can offer credentialing and new types of degree programs and ways in which community colleges can organize services to address the needs of adult and lower-income students.   As a consultant and member of advisory boards, Hoops has worked with the National Alliance of Business, National Institute of Standards and Technology, the National Tooling and Machining Association, community colleges in New England, corporations, Regional Employment Boards and various public agencies concerned with curriculum design, workforce development and manufacturing support services.

Michelle Mantel, Chair

Michelle Mantel, MSN, GNP-BC, APRN, BCHH-C, HCS-D, COS-C, has served in many roles in the home health industry including as a Patient Case Manager, Manager of Clinical Practice, and Director of Clinical Operations and Service. She is currently a Quality Assurance Manager providing coding and OASIS-C training for Gentiva Health Services. She received her Bachelor of Science in Nursing and Masters of Science in Nursing at the University of Virginia and a Gerontological Nurse Practitioner post-graduate certificate at Yale. Michelle has participated as a member of The Coding Academy advisory board for Fazzi Associates, playing an active role in ICD-10 training and education.

Susan Stell

Susan is a proven industry executive leader with 27+ years of experience in the home health arena. Previously responsible for the oversight and management of annual revenues in excess of $150M & 15,000+ patients. Has partnered with management, clinical, and operational teams in the day-to-day operational oversight in both facility-based and free-standing Home Health Agencies resulting in maximized efficiency, streamlining processes, and lowering cost.  Additional experience includes agency start-ups; mergers and acquisitions; durable medical equipment; implementation of electronic medical records (EMRs) across multiple sites; policy development; regulatory compliance; and personal care services.  Has consulted with home care providers ranging in size from $25M to $650M in annual revenues to develop key performance operational and financial indicators to ensure organizational success.  Currently serves as the Sr. Vice President of Clinical Operations – Clinical Transformation for AccentCare which is a multi-state provider of Home Health, Hospice, and Personal Care Services.


Laura Waddle

Laura Waddle, RN, MS, BCHH-C is a Senior Education Consultant for Foundation Management Services. Laura has been in the Home Care industry over 8 years. During that time she has served in a variety of roles including clinical, administrative, consulting, and education. Laura has over 27 years in nursing education and educational programs. She combines her industry knowledge, clinical expertise with her teaching experience to develop a variety of educational presentations and publish multiple articles.

Lisa Woolery

Lisa Woolery, RN, BSN, BCHH-C, is the Director of Coding Services at Fazzi Associates.  In her role, Lisa manages the training and certification of for Fazzi’s outsource coders.  With over 15 years home health coding experience, Lisa brings a breadth of coding knowledge with her.  Lisa recently became an AHIMA ICD-10 certified trainer.
